3 November 2018 (KHARTOUM) – The Sudanese Government of Sudan has said it has accepted Salva Kiir Mayardi, president of South Sudan, to facilitate the negotiations of the Sudan People's Liberation Movement / North (SPLM-N) to end the armed conflict in the two regions .
The Government of Sudan welcomed the mediation by President Kiir for the reunification of the two factions of the SPLM-N, currently divided into two fractions led by Abdel Aziz al-Hilu and the second Malik Agar.
Sudan's presidential assistant Faisal Hassan Ibrahim made a light visit to Juba on Friday, where he spoke with Kiir on the results of a recent meeting between the government and the SPLM-N faction in South Africa.
In the statements following the meeting, Ibrahim welcomed the efforts of President Kiir to make the peace and stability of the two regions a strategic goal for the Sudanese government.
The Presidential Assistant reiterated the government's commitment to negotiating parallel to the rebel group in addition to humanitarian issues and security measures to discuss political items.
"The Sudanese Government has stressed the idea of President Salva Kiir that a single national army is needed to ensure that the South Sudanese experience does not repeat itself," he also stressed
In October 2017, SPLM-N al-Hilu decided to make the Nuba Mountains self-determination basis a basis for negotiations with the government. Furthermore, he calls for the rebel army to stay longer after signing the peace treaty.
However, head of the negotiating team of the government, al-Hilu reiterated his commitment to the unity of Sudan.
To invite the High Level Implementing Mechanism of the African Union, the Government of Sudan and SPLM-N al-Hilu held several meetings in Addis Ababa and Johannesburg from 19 to 30 October 2018.
The Sudanese official, who for the first time confirms secret consultations with SPLM-N al-Hilu, said the peace talks will resume in December.
He pointed out that the government delegation agreed to discuss national policy issues, despite their belief that these issues are included in the national dialogue and the national document recommendations.
During these meetings, AUHIP proposes an agreement on three documents: the draft 2014 Framework Agreement, the Draft Agreement on the Abolition of Humanitarian Violence and the 2016 Road Map Agreement should be amended to take place directly at a constitutional conference following the conclusion of the peace agreement.
The government has proposed to continue discussions where 2016 discussions on security and humanitarian documents were halted. But SPLM-N al-Hilu said he did not care about previous discussions and suggested that he be involved with political issues and then move security and humanitarian files.
Sudanese officials have also confirmed the efforts of President Kiir to the two factions of the SPLM-N as they welcomed this imitation but did not give more details about ongoing mediation.
The SPLM-N, which has fought the government of the Southern Cordophane and the Blue Nile, has been known as two areas since June 2011 and has been divided into two factions last year, led by Abdel-Aziz al-Hilu and Malik Agar.
Divide is the result of differences between different organizational issues and the status of accepting peace treaties.
Al-Hilu, the vice-president, blamed the negotiating team, led by Yasir Arman for ignoring the Nuba Mountains claim for self-determination. He also wanted to keep the rebel army twenty years earlier to decide the future of the region.
